Do leftists believe "the rich" can supply an endless supply of cash for those choosing to be "disenfranchised"?

Especially now, when the evidence overwhelmingly shows that if you tax "the rich" at 100% it doesn't come close to paying for the big government utopia to which the "disenfranchised" believe they are entitled.
