What makes 1984 a Utopia?

You can consider it a Utopia as it a community trying to create a 'prefect' society with a perfect political-legal-economic system. The Government in 1984 were trying to create a perfect society, albeit the end result clearly was not. By removing all negative thoughts and impure feelings through new-speak and big brother surveillance the government was trying to create a the harmonious perfect state. Personally I would argue that Oceania is not Utopian but the apparatus of state have delusions of Utopia.
