How did the society in 1984 attempt to be a Utopia, though in practice turned out to be a Dystopia?

The government in 1984 is trying to unite the country by creating the same type of thought and speech (New speak) throughout their people. However, the reason why it is a dystopia and not a utopia is because all the people live in fear, which makes the place where they live a disjointed society, and basically destroys everything good that could be made to the city
