Trying to find information on Illinois guidelines for non-lethal weapons.?

I am writing a paper about less lethal force and less lethal weapons. I am trying to find the guidelines for use in Illinois but I am having no luck. I live in Illinois so this is why I am looking at this state. If there are national guidelines, which I doubt, please let me know. Thanks.
